On March 17, Mr. Fan Xuecheng, Chargé d’Affaires a.i. of the Chinese Embassy in Uganda, attended upon invitation a seminar hosted by the Development Watch Center, a well-known Ugandan think tank, and briefed participants on the spirit of China’s Two Sessions and China–Uganda cooperation. Nearly 100 representatives from the Ugandan government, think tanks, and media attended the event both online and offline.

Mr. Fan delivered a keynote speech, highlighting the bright prospects of the Chinese economy and China’s commitment to high-standard opening up, in particular its decision to grant zero-tariff treatment to all products from Africa. In light of the priorities set out for the upcoming 15th Five-Year Plan period, he elaborated on China’s achievements in scientific and technological innovation, green development, and high-end manufacturing. He noted that China’s high-quality development will provide broader opportunities for China–Africa and China–Uganda cooperation.

Mr. Fan emphasized that China’s development can not be separated from the world, and the world’s development also needs China. He noted that the four global initiatives proposed by President Xi Jinping provide China’s wisdom and solutions to addressing the challenges facing the world today.
Participants spoke highly of China’s development achievements, its policies toward Africa, and its contributions to improving global governance.
