To further facilitate the development of imported food trade and ensure food safety, the General Administration of Customs of the People’s Republic of China (GACC) recently revised and issued the "Regulations of the GACC on Registration Administration of Overseas Manufactures for Export of Food to China" (Order No.280 of GACC) and the accompanying implementation announcement (Announcement No.27 of 2026 of GACC). The relevant new regulations will come into effect on June 1, 2026.
The revised Regulations have been carefully designed to ensure seamless integration with existing registration systems. Import food trade of the 96,000 registered food enterprises remain unaffected by the new regulations. Notably, 95% of registered enterprises can automatically renew their registrations, while those unable to do so now have their renewal application window extended from 3-6 months to 3-12 months before expiration. For new applicants, the process has been streamlined with simplified documentation requirements and the introduction of a "List-based Registration" fast-track mechanism.
The aforementioned documents and interpretation materials are available for download on the official website of the Import and Export Food Safety Bureau of GACC (http://jckspj.customs.gov.cn/). Should any issues arise during the enterprise registration process, the Embassy will assist in contacting the Import and Export Food Safety Bureau of GACC to provide necessary support, including consultation and training.
