On November 11, Ambassador Zhang Lizhong held a briefing on the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC). The event was attended by Minister-Counselor Fan Xuecheng, Counselor Wang Jianxun, and representatives from Ugandan mainstream media and think tanks, including Uganda National Television, New Vision, Daily Monitor, Development Watch Center and Uganda Human Rights Commission.

Ambassador Zhang provided an in-depth interpretation of the spirit of the Fourth Plenary Session. He elaborated on China's achievements under the 14th Five-Year Plan and the development objectives of the 15th Five-Year Plan within the context of the Two Centenary Goals. He underscored that the Five-Year Plans represents a key political and institutional advantage of socialism with Chinese characteristics, propelling Chinese modernization forward and contributing vital momentum to the global economy.
Highlighting progress in implementing the zero-tariff policy, Ambassador Zhang emphasized that Chinese modernization consistently benefits the Global South and contributes to the improvement of global governance. He stated that China will persist with high-standard opening up and is willing to expand and deepen cooperation with Uganda to further enrich the Comprehensive Strategic Cooperative Partnership.
Ambassador Zhang also took questions from journalists on topics including China's designation of the Commemoration Day of Taiwan's Restoration, the outcomes and prospects of China-Uganda practical cooperation.
