On 14th March 2023, Ambassador Zhang Lizhong published an article titled Global Security Initiative, A Door to a More Peaceful World in New Vision, full text of which is as follows:



The accelerated evolution of the world changes makes countries in the world face more diversified risks, and poses challenges for human beings that must be taken seriously. In this context, President Xi Jinping put forward the Global Security Initiative (GSI), which aims to create a new path to security that features dialogue over confrontation, partnership over alliance and win-win over zero-sum. GSI is another international public product provided by China on global governance. It is a vivid practice of the concept of community with a shared future for mankind in the field of security. It has received wide attention and positive response from the international community since it was put forward. More than 80 countries and regional organizations have expressed their appreciation and support for GSI. On February 21, 2023, Chinese Foreign Minister Qin Gang delivered a keynote speech themed “Implementing the Global Security Initiative to Solve the Security Challenges Facing Humanity”, officially introducing the Global Security Initiative Concept Paper.

The GSI Concept Paper further explains the core concepts and principles of the GSI Staying committed to the vision of common, comprehensive, cooperative and sustainable security; Staying committed to respecting the sovereignty and territorial integrity of all countries. Staying committed to abiding by the purposes and principles of the UN Charter; Staying committed to taking the legitimate security concerns of all countries seriously; Staying committed to peacefully resolving differences and disputes between countries through dialogue and consultation; And staying committed to maintaining security in both traditional and non-traditional domains. These six commitments are interlinked and mutually reinforcing, and are an organic whole of dialectical unity.

From proposing the GSI to formulating its Concept Paper, China has given full consideration to the security concerns of African countries. Among the 20 priority cooperation aspects listed in the Concept Paper, one finds such priorities as supporting the security efforts of African countries, the African Union and sub-regional organizations, supporting African countries in strengthening their ability to safeguard peace independently, and supporting addressing African problems in the African way.

Enjoying traditional friendship and comprehensive cooperative partnership relation, China and Uganda have been firmly supporting each other in safeguarding sovereignty, security and development interests, and jointly making important contributions to the world peace. China looks forward to taking the opportunity of GSI’s implementation to deepen cooperation with Uganda in the field of peace and security, work together with Uganda to meet various traditional and non-traditional security challenges, and jointly safeguard the overall interests of the vast number of African countries, China and other developing countries.
